After connecting to the Internet, the processor is loaded to 100% by the Client Server Runtime Process' (csrss.exe). It loads 100%, and when I turn off the Internet, the processor is 7-10%.

It should be noted right away that disabling csrss.exe is strongly discouraged, otherwise you may encounter BSOD.

This process in the normal mode, of course, should not create such a load. Therefore, you should check if any virus software is hidden behind this 'screen':

In the Task Manager, right-click on this process and select the 'Open file location' menu item.

By default, the file is located in C: \ Windows \ System32 and if so, then most likely it is not a virus. You can additionally verify this by opening the file properties and looking at the 'Details' tab – the 'Product name' should contain 'Operating system Microsoft Windows', and on the 'Digital signatures' tab – information that the file signed by Microsoft Windows Publisher.

If everything is in order with the process, then it is likely that the problem lies in the functions for which this csrss.exe is responsible.
